It's discrimination because your skill, knowledge, and physical ability is being challenge due to age. Everyone should be challenged, not just older drivers!
there are no driving "rights", nobody has a "right" to drive. being licensed to drive on public roads is a privilege granted after passing a qualifying exam, paying a fee, etc.
