I would go with a Suzuki Bergman or Honda Silverwing. Both are good for 2 up riding at highway speeds.

I have been riding for over 40 years. Forget about motorcycles and mopeds. Motorcycles are for serious riders and those who want to play in the dirt - off road.
Honda, Yamaha, and others make light weight Scooters that can seat 2 and travel 60+ miles an hour.

I love my Vespa P200e (a rarity) but Vespa makes other nice, sporty scooters:

Great choices for transportation, but way too heavy for your Class II hitch.
These scooters weigh over 600 lbs. Your hitch has a capacity of 350 lbs. You still need to consider the weight of the carrier rack.

You might consider a lightweigt 175cc or 250cc. You might need to sacrifice comfort and or speed.

might best fit your request. Each of these bikes weigh in at under 350lbs, and can cruise at 55mph.

I am sure there are other bikes out there you could choose from, but at least these would work, are popular brands, and could be found used for less cost.

In the past I had a Kawasaki KLR 650 that was very comfortable for 2 people.
I carried it on a VersaHaul Carrier.
Great setup and easy to load.

The wife and I travel with our scooters. They do about 63 mph with one rider but are at a great price point and are very reliable. We have the 125cc versions but they also have 170cc available.

The good thing is that they are under 200 lbs.

Do yourself a favor and find you a Honda Big Ruckus, at least take a look at one. Climbs like a goat in the back woods, will do 70 MPH. 250cc water cooled 4 stroke automatic CVT. Only holds 1.2 qrts of oil, no filter required. Rugged, only weights 386lbs. 60 mpg. I carry mine on a versahaul carrier, one man operations to load and unload. The BR has a driver backrest that folds down for passenger. The urban Humvee of the scooter world. Best second vehicle for the RV lifestyle.
