Nationwide requirement for CDL when driving/towing over 10k?

Heard a rumor today from an RV dealer that legislation is coming that will require a CDL (Nationwide) when driving or towing anything over 10,000 lbs. Seems like just a rumor to me but don't put anyth...

CA for motorhomes is actually for over 40' not 26000 pounds, no air brake endorsement that I have found on multiple times of checking the code.
