Not saying you're wrong, but California currently doesn't require the non-commercial class A based on the weight of the RV, here so far it is only based on length (over 40 feet). I can't imagine that if there were Federal highway tax dollars involved that California would not have been the first in line to pass the law. Texas passes a law to get more money but California doesn't? It just doesn't seem realistic to me.
