Nationwide requirement for CDL when driving/towing over 10k?

I would say never say never. They threw the UCC in the circular file for bankruptcy and approved the personal mandate that the government can make you purchase something. National CDL should be easy at this point. I say this in jest but nothing would surprise me at this point.
