Nationwide requirement for CDL when driving/towing over 10k?

Heard a rumor today from an RV dealer that legislation is coming that will require a CDL (Nationwide) when driving or towing anything over 10,000 lbs. Seems like just a rumor to me but don't put anyth...

He needed to have a Class B license with Air Brake endorsement.
He had neither.
The rig was impounded until he got a properly licensed friend to drive it for him. Until then, it was costing him $100/day for storage.
