2. I have an Illinois class "B" license and have never heard of an air brake endorsement for RV's.

That's a study guide for a CDL- put out by the Illinois Secretary of State's office.
As noted before,
private recreational vehicles are exempt from the requirement you evidently refer to. Maybe the rig you saw was a charter or something. That would make them subject to the requirement.
