The scrap dealers don't see them until the precious metals are extracted - if they stop accepting them, the pro bad guys will just dump them.
Do you actually believe there are ‘pro’ crooks in each area with their own sheltering facility?
The stolen cat’s are sold to local mom & pop auto wreckers who then sell them to scrap metal wholesalers who then resell them to bulk smelters.
