The stolen cat’s are sold to local mom & pop auto wreckers who then sell them to scrap metal wholesalers who then resell them to bulk smelters.
The point is that the goal is to remove the precious metals. As long as those metals are in the cats and each party in the process gets easy money for it, they will continue to steal them.
If you make one stop in the process more difficult, they will just bypass it and go straight to the next. Because the end point doesn't care if they are stolen or not.
