As a certified DOT Hazmat shipper, I can assure you that the regulations are written with a lot of knowledge and reasoning behind them. Many industry and user groups have a lot of input into them.
The regulations also clearly specify the difference between a cylinder (the portable small ones on the front) and a tank (the big ones mounted permanently to vehicle.) If your propane vendor has not trained employees, the vendor is negligent.
