I had obstructions. The extra long set screws hit the welded cross brace. I shortened the set screws so the lift bracket could be placed right up against the cross brace. The propane bottle bracket was screwed to the A frame, so I moved it up against the power tongue jack. The chains are not vertical, but almost.
The bars should be parallel to the frame. Adjust the tension by tilting the hitch head by adding or removing washers.
It's up to seven washers now. With 780 lb. tongue weight, it is now returning 89% of the lifted weight to the steer axle.
