That looks like a rather small trailer with probably very low tongue weight. If it's not above the hitch rating without WDH I'd think you'd be fine.
I'm certainly not one to suggest that everyone needs WDH. I tow my boat, a cargo trailer, and a flatbed regularly without one and don't have any problems.
