There is another aspect to this that I have only seen mentioned once or twice. It seems a considerable number of trailers located in Texas RV parks never move any more but are licensed to avoid having to pay property tax. Now they will have to figure out how to get the trailer inspected to license it or be subject to the property tax applicable to permanently located trailers and mobile homes. This was mentioned in some of the original discussions when the law was passed and is not addressed at all in the RV exception.
