Number 1 for me would be the construction site generators. On a recent trip, I had a neighbor in the next site with a Honda - we barely heard it. But the guy 5 or 6 sites away with a construction genny was driving us to distraction. Plus he ran it 3-4 hours a day! Even though we are perfectly happy to dry camp, more and more we select CG's with hookups just so we don't have to listen to noisy generators.
Second would be continuously barking dogs, but fortunately that is not something we've run into very often.
Overall, I would say I find most campers to be very respectful of their neighbors.
