Older Florida Sunpass may not work after 12/31

Technical point: The law requires that the toll collection systems in every State will accept (from a technical perspective) a transponder from any State. The older Sunpasses don't meet that requirement, which is why they are being phased out. This, however, doesn't mean that a given state has an agreement for data and billing exchange with another given state, so that must all be worked out - ergo the list of States that Florida is working on signing agreements with.
