Actually, it does. A tank of water will give off heat into the air around it. In still air that forms a layer of warm air around the tank. In moving air that warmed air is constantly being swept away and the water tank giving off warmth trying to equalize the temperature between air and water will cool faster.
Only to water that is warmer than the air. Once the water reaches the surrounding temperature wind will not cool it below that.
Errrr yeah, so if it's 25 deg and windy, water will freeze quicker than if it's calm.

Maybe not!! The wind can keep the water moving so it is less likely to freeze. :B Anyway, back to my point. If the air temp is above freezing then water will not freeze no matter how hard the wind is blowing. Wind chill only affects bare skin.
You keep trying to play the "I'm smart game", but aren't quite smart enough.
Yeah, wind chill is indeed BASED ON skin and wind chill won't affect things AFTER they have cooled to the air temperature and below freezing wind chills don't freeze water in above freezing temperatures.
BUT,
(That's a BIG but) it does not mean that there isn't a tight mathematical correlation as to how fast a large number of "warmer" things (including a water tank) will cool to the AIR temperature.
It's smart to be careful when using terms like "only".
