As an owner of a Honda 2000EU unit; they are not nearly as quiet as many owners seem to assume either. I'd be surprised if you could get one in the OP's price range and they won't run a rooftop A/C unless you put a lot of effort into doing that.
From a quick look at the manufacturer's site they both spec 53 dbas for the low end of their 2000W units, Champion does not seem to spec full power which is the more important specification to most people. It's very hard to tell just by standing beside one, but the similar noise ratings is consistent with my experience.
The Honda's do start real easy, and they are a bit quieter than my old no name knockoff 2200 Watt unit which could run my A/C (when not bulk charging the battery) but if I was to do it again for quiet I would get a Yamaha 2000 Watt unit. - bikendanExplorer

not the original $400 open frame 3500/4000 (which was still a good generator)
the list price is right around the $1000 mark give or take less than $100 depending on the vendor involved
