Sorry, original party was wrong. If the rules state that the site must be paid for with a tag on the post then the incoming party had every right to do what they did, especially if they had already paid. My experience in the Canadian NPs I've been to is "first come, first served", not "first come, let's break the rules and hi-hosie" the site. The group with the lack of morals is the first party, not the second.
Those who let other's behavior ruin their weekend need to learn the concept of "communal living" and just get over it. If it was that upsetting you should have just left and gone home. If there's a "bad" situation when camping, I've experienced it. You can either let it control you or find a way to deal with it.

The term First come, first served, and I got here first are not one and the same… never have been for a paid or permitted sites…
I was here first (first come) means the site was claimed first…
First come first served means the first to reserve or the first to pay for and secure the site…
