We have similar problems in the lower 48 at some state parks and COE parks. Those parks are a lot cheaper. But sometimes you get people that go there for just that reason. And have little consideration for others. That is why we stopped going there for the most part.
Here in Georgia the opposite is true in most cases. We have stayed in a couple of COE campgrounds, and I can say from personal experience they enforce the rules. A few years ago we were at a COE campground. It was already dark (about 9 PM) when I got a loud knock at my door. Though somewhat startled, I went to the door. It was the campground host. Seems I had parked my truck in the "grass" next to my camper. Although there wasn't much "grass" to speak of, my left side tires were off the gravel a few inches. I went out and moved the truck, no problem. Most of the Ga state parks we stay at are also well looked after. Constant patrols by hosts and rangers in some cases. I guess each area is different and it all boils down to the management of both public and private campgrounds. Let me add that in my case, although I wasn't happy about the timing, I did appreciate the fact that they asked me to move my truck before giving me a ticket.
