Well, this thread is going all over the place!
To the original poster, sorry about your weekend. Wife and I went to a state park a couple weeks ago that was filled with families and running, shouting/noisy kids (no dogs, a lot of Connecticut State Parks don't allow dogs in the camping areas)... BUT, at "quiet time" (I think it was 10pm), the campground instantly quieted down. It was a well run campground - busy and a bit noisy during the day, but quiet at night.
I hope in the future you will have better experiences.
I have run into many first time campers, who are not aware of the huge list of usually "unwritten rules" of campground camping: quieting down in the evening, no cutting through campsites, no dawdling at dump stations, etc. Usually, if I think it is going to help, I try to politely point out a better (meaning: more courteous) way of doing something, and the people many times realize that they hadn't even thought that what they were doing might be viewed differently by other campers. Other times I just walk away if it looks like it won't be worth the effort. I have never been in a situation where I felt the need was so great that I had to "report" anyone.
As to the - at this point I guess it would now be "infamous"? - dog kicking event... I've written and deleted a couple things, but all I'll say now is --- Take responsibility for your pets!
