One to three inches off level is pretty ordinary in many public campgrounds. I'd attack it in a couple ways. 1. Come up with a leveling system easy to you. Lego blocks, ramps, whatever. Bear in mind you can partially level it to get it reasonable without being perfect. 2. If it is an option ask to see the open sites in advance and select one on the basis of it being level-or the out of level in a more favorable direction.
