Add to the list cigarette butts, gum and spitting. Gawd I hate people who spit and hock and big luggie on the ground. I treat the outdoors like our living room and hate those that treat it with such disrespect. I'm probably in a very small minority.
I like the way Singapore does it. Spitting in public will get you a fine up to $1K. First time caught littering is a $300 fine and if caught 3 times you have to clean the streets once a week with a bib on saying “I am a litterer.” Selling gum is a $100K fine and up to 2 years in jail. Cool!! :B
