Any child that would play in the road where there are dozens of senior citizens driving 40 foot motorhomes and 1 ton trucks pulling 40 foot fifth wheels could be diagnosed as mentally slow.(so could their parents).

Have to watch out for the slow children, the fast ones are OK they get out of the way quick enough. :B
