You have hit the issue. Most counties in the developed world have managed to get the number of cases down to the point they can trace who has been exposed, so they open schools and business. (last I looked, Canada has only 20% as many cases as at peak. New Zealand has no cases) US number of cases is increasing at a increasing rate.
