One gallon twist tie plastic bags works perfect and they are so cheap. Simply turn the bag inside out and make a knot with the top of the bag. DONE

Small dog, LARGE DOG simple solution no stinky tool to pack around. We always have bags with us, tools don't work well on the soft stuff.
