A lot of these "chargers" contain just enough juice to trick the car's computer into thinking it has enough juice to start the car. The cold cranking amps are pretty low, and in actuality you're using what's left in you car battery to kick the motor over.
They also work best if you can keep them topped off. That means plugging it into AC when not in use. If you get one, charge it up and then throw it in a basement compartment, it won't be there for you when you need it.
