Question about dry weight and actual dry weight

I'm looking at a trailer that has an advertised dry weight of 6190. The sticker on the TT reports it is 6434. Does this mean the sticker on the TT has already factored in the batteries, propane and ...

Buy a small enough TT or large enough truck and dry weights aren't an issue. It's when things are marginal that 50-100lbs makes difference.
