While we're at it, how many of us exceeded the posted speed limit on the way to the park? How many of us do have a prohibited adult beverage in state parks that prevent them? Always turn your lights right at dusk? When it sprinkles a bit of rain? Ever go out the in door at Walmart? I suspect that many of us break a few rules from time to time.
There are very few jurisdictions that do not have lease laws. So if this dog owner is so ignorant of that fact odds are she would not have the capacity to understand your complaint.
