Leash laws/rules and restrictions on dogs are a good idea in public places. It really doesn't have anything to do with some members of the general public hating dogs or being scared of dogs.
The problem is that most canine owners have never really trained their pet properly to allow it to function correctly in public. To train a canine properly you would have to first of all know how to train it, then you would have to actually train it for an average of 8 to 10 hours a week. Not going to happen in 90% of the cases, therefore restrictive rules that should be followed.
Even though I may think your dog is cute, or if a larger breed I may think it is a really good looking pet, I don't want it jumping up on me or licking me uninvited. I certainly do not want it crapping where I may have to walk. Nor do I want it running through my rented camp site or taking a bath anywhere that I may be entering the water.
So true. Many dog owners have no idea how their dog will behave in in different scenarios in public. I have had two friends bit by dogs on two different occasions at a local state park that have mountain bike trails with the exact same response from the owner "he has never done that in the past".
