If the loose dog that didn't cause a problem is you biggest concern you are doing OK. Now if the dog was on your site or bothering others that may be different. I'm not saying its OK to ignore the rules, but common sense still applies.
It appears from the OP's description the dog went to the beach which is against the rules. Is that really a crisis? Rules are not the whole scenario does not bother or offend me at all. It's going to take a lot more than that to ruin my mindset when I'm in camping mode.
I'm there to relax not enforce the rules. As long as the dog was not causing a problem I'm OK with it. The threat or possibility of a problem does not count. Owner responsibility trumps imaginary what if scenarios.
How many bring alcohol into state parks which is against the rules.
Personal responsibility and common sense can sometimes supersede the rules.
I disagree on so many levels. If your dog can reach me unimpeded, IMO that should be considered assault. Next if it reaches me and I feel "threatened", my call not yours, you should be arrested and your dog removed from your responsibility (or lack thereof). I choose not to elaborate. But if you have been attacked by ANYTHING, you might understand.
