The people who "lack" both of the things you mention ARE THE ONES who break the rules.

This is where I disagree if the person with the off leash dog merely took the dog to the beach, I personally don't care. As long as the dog was under control. Did not approach anyone and did not take a dump that was not cleaned up.
The fact that the dog was off leash and went to the beach did not offend or upset me. Why should it? Simply because it was against the rules?
Common sense tells me know harm no foul? I know I know...........
What if!
Common sense tells me leash rules need to be in place or there maybe complete chaos if all dogs are running loose.
Common sense also tells me if an owner sees a break in the action and manages to take the dog to the beach when the opportunity presents itself without causing/creating a disturbance I don't mind.
I believe I understand what you are trying to tell me here..
You believe its ok for folks who HAVE the 2 traits mentioned (Responsibility and common sense) to sometimes mildly break or bend the rules a bit?

Reality is....
Its rare that people who think rules don't apply to them so can break them; have those 2 traits.
And its also common that people with those traits strongly imbedded will "seldom break the rules."
Probably because they don't wish to be perceived as not having those 2 traits.
