but it's not your park. the owner's of the park apparently do care. when you open your own RV park then you can make the rules.

The fact that the dog was off leash and went to the beach did not offend or upset me. Why should it? Simply because it was against the rules?
it ain't about whether or not you were offended. I bet the park has other rules that, when broken, would offend you and not others. should those rules be enforced simply because others were not offended?
