Wow! I can see some of both sides of the issue. I spent more time with my K-9 then my DW. I was devoted to him. To satisfy every camper on this issue, this is what I would do if I owned a CG:
When the customer checked in and they had a dog I would tell them they had to pass a simple test to determine if they could control their dog. If they agreed and the dog passed the test then they could have a spot, if not then they would have to put a $1,000 deposit down and if their dog was caught off the leash or found unattended and barking for more than 10 minutes then they would forfeit the $1,000.00.
The test would be simple, while they checked in at the desk they would have to have their dog sit outside on the porch and stay put, not barking, until they returned, all this without the dog being restrained of course.
I could give my K-9 a command to lay down in a parking lot next to my squad car, go into a business out of his sight, and return 20 minutes later and he would not have moved, barked at anyone, fell asleep, or peed on any tires.
When your poodle can accomplish that, then feel free to let him run around your camp sight simply under your supervision. It only takes 8 to 10 hours of training each week and almost any breed of dog can be properly trained. Until then keep him away from strangers and either pick up his droppings or put a diaper on him.
