You said "the engine was running pretty high". What is the red line or max RPM of the truck and what was the engine running at when he said that it was struggling? If it red lines at 8000 RPM'S and he was only at 4000 RPM's and going 30-35 RPM's with the pedal to the floor then a gear change will help unless he can manually pull it down a gear to get RPM'S up higher without losing speed. Towing isn't racing so don't expect to maintain normal speed when towing especially with the tow vehicle you have.
