He should use tow/hail mode and 3rd gear. But those speeds means more like 2nd and first gear, which is what that engine needs to pull a 5500-ish pound un-aerodynamic trailer through the air.
A gear change is relatively cheap, $500-750 installed. I would recommend 4.10-4.56 for that engine unless you use it for a lot of non towing highway miles.
