If he has the pedal almost to the floor he needs to put it all the way down and hold it there. He is not using all the HP if he has it almost to the floor. To get every bit out of that little small block you need to wind it up; and I mean to the floor. He paid for x amount of HP so put it to the floor and use 100% of it.
3rd gear at 35 to 40MPH is fine.
Even my diesel was down to 30MPH on some big steep hills. No worries, it's not a race.
