Not really (new sites) but then I camp off road 95% of the time so any good turn off in the boonies is a good spot for me. Don't forget, the old units are falling by the wayside, being converted into hunting cabins or dismantled and landfilled.
You see very few 'vintage' RV's today because they have either rotted into oblivion or are seasonal cabins or are landfilled.
Having said that, I don't think the number of sites versus the number of units is critical....yet.
