Here in Ontario the provincial park system and conservation areas are gradually adding more sites but the key word here is "gradually" as it's not nearly enough to meet demand during the peak summer season. And that's the problem - during the winter, early spring, and late fall there are plenty of sites available as the vast majority will only camp during warm / hot weather. My wish is that more campgrounds here in S Ontario would open much earlier in the season and remain open much later, say Apr 1 to Nov 30, but unfortunately demand is so low it'll never happen. :(
