This is something I would not do for sake of ethical reasons, but this is one of the first times I've heard of dyed fuel.

Try a few searches (diesel truck owners forums are a good spot) and you will find everything from random road checks, to enforcement watching the red fuel pumps - which are at lots more places than truck stops!
Who gets checked? Anybody - including pickup trucks (not towing anything).
BTW - Truck Stops.
The trucking company is buying the fuel for OTR truckers - with a company card. No reason for drivers to buy red.
And O/O (owner/operators) aren't that stupid either - besides the "basic" fine, most states increase the fine by the tank capacity.
So - actually more incentive for DOT LEO's to check stupid drivers of pickups & MHs.
Think - defrauding the (any) county or state of revenue.......
Sticking a tank takes all of 30 seconds - and citations will generate lots more *instant* revenue than ten LEO's writing speeding VNs.
State of Washington - check penalties!Google: "Red Dyed Diesel highway use" - and check any of the state *penalties* for illegally using same.
Get caught saving twenty cents a gallon - and *LOTS* of "ethics" will depart your wallet..:W
