I presume he's talking about a Publicly-owned ambulance, in which case he's right, or at least that's the law in California, for one State:

The items you list never say anything about red fuel. They only talk about taxation.
There's a big difference in being exempt from paying the taxes by legal means and using red fuel and taking this discount without using proper channels.
