Taking advantage of loopholes in the law is NOT "cheating", IMO.
If one KNOWS the law, COMPLIES with the law, and DOCUMENTS his compliance, there is NO cheating!
However, using fuel on the highway that the taxes have not been paid on is an entirely different thing! The law says the fuel taxes, Federal and State, MUST be paid. AFIK, there is NO loophole in that law.
