This is one thing I was checking when fine-tuning the hitch.
since you've verified clearances:
1200lb bars, 1100lb tongue weight. I'd say you need the HD brackets.
Been there, done that. and they need to sit completely flat on the top side of the frame. no clearance, no tilt.
and do not overtighten the inside bolt. follow the Reese directions which I think is like hand tight plus 1/4 turn. there should be info on the stickies on setup.
a backer plate is good if you can do it on the inside of the frame.
