Proper legal citation needed. Conspicuity tape is required for many commercial vehicles. DOT regulations prohibit red lights in front, or white lights in back (other than reverse lights). But you'll need to cite where white reflective tape on the rear is prohibited, especially when reflective tape is not a requirement.
