Putting a pizza stone or unglazed ceramic tile on the bottom shelf of your oven will help it heat much more evenly. Either one is widely available. Target has one for about $17. Just give it a longer than normal pre-heat before putting in your pizza. It also works well for breads, cakes, etc.
