Yes a P tires capacity is reduced per fed regs... S4.2.2.2 When passenger car tires are installed on an MPV, truck, bus, or trailer, each tire's load rating is reduced by dividing it by 1.10 ...... .
FYI in case you didn't know your ST185/80D13 is a bias ply tire and not a load range D at 65 psi. The D at that spot is a bias ply designation. Mine are both. Bias ply and under the tire size it says, "Load Range D".
Maxxis has a couple of 13" commercial grade LT tires in the U-168 Bravo. Check them out to satisfy your wheels pressure and width requirements.

Thanks for the help. Unfortunately, Maxxis radials are only load range C in 13" and way underrated for my trailer.

For such a light load any brand is probably fine.
Mine are actually already load range D. From the posts I've read, this is one of the hardest sizes to find because it only applies to the heaviest PUPs, and there just aren't that many of them out there.
I'd love to go to a 14" wheel with 205 size tires but I'm not confident I've got the clearance and dread multiplying my problems. I learned a long time ago with trucks and trailers that anytime you change something from stock, there's almost always unintended consequences.
My GVWR for the PUP is 3,500 lbs. I don't see any load range C 13" tires that come close. In fact, most of the load range D 13" tires (including the ones that came with it) fall short of that total.
