Sounds like it's meant to target people that don't live in SD but rather use it as a tax haven. In which case, if you don't live there, do you have a right to vote there and enjoy all it's benefits? And do you vote in another state also? While I agree some individuals may take this personally, it sounds like it's geared toward people voting in multiple states as well as inhibiting people from voting that don't actually have a physical address in the state. If you are a full time RV'er this would be a problem. But you are also probably less than 1/10th of a percent of the population. I agree there needs to be some consideration for full time travelers but it's such a small population I can see why it's not being addressed.
