NFPA 1194 sec. 5.1 describes minimum space for an occupied camp "stand" in laymans terms, as separation between units of 10 ', not including movable parts of the unit such as slides.
Its interpreted as the stand beginning at the line parallel to the site and from the farthest point of the hookups to the next sites same line, and between units when in set up mode excluding ancilliary as minimum 10' between, 5' of which is proprietary to each unit when stands are backed up one to another.
In my understanding, when there is more than that, in absence of a defining line, then 1/2 of that open space is proprietary to each.
Stand to stand measurements are distinct as measured from hookup to hookup, open to interpretation when there is no rear defined line.
I feel the OPs frustration, however, if the offending neighbor has not encroached under this definition, all that is left is to offer advice.
When setting up, like our 4 footed friends, mark your space when crowded into a parking lot type place and enforce it. Back in all the way to that real or imaginary line less 5'. Assist the manager with information about the definition of your campsite size and the law. Know your rights. You paid for that space.
Complacency invites the bully. Remember Adolf Hitler? Neville Chamberlain? They both go down in history as bad guys.
