I agree that while the OP handled things with quite a bit of patience and understanding, the problem remains unresolved. Like many of you, we've come across our fair share of park owners and managers who just want to ignore things until they go away.
In this case, the encroachers are likely to expand their boundaries as soon as the OP's site is open because they feel entitled to it.
If I were in OP's shoes, I'd let the manager/owner know as I was driving out that we were leaving, and it was the perfect opportunity to let the offenders know they were welcome to the site, in addition to the one they have, for the additional, second-site fee.
They want to use the site, the should pay for it. It's legal, fair, and gives the owner/manager an opportunity to avoid problems with the next person taking the OP's site.
Of course the TX couple will refuse to pay anything additional (they feel entitled, and that usually means "free use") but having made the offer, the park manager/owner can then tell them it's the one choice they have, other than leaving: keep your stuff in your area, pay for the additional site use, or vacate the property entirely.
