Flash floods like that can happen and they don't give you a lot of time to prepare.
In addition, a lot of "permanent residents" in RV Parks don't have the ability to move the RV. They may have paid someone to move a trailer into the spot, so don't have a truck that can tow it. They may not have any fuel in the motorhome. They may have stuff stored under and/or around the RV.
So moving it quickly may seem easy for those of us who travel, but it's not that way for everyone living in an RV.
