We saw the same thing this past weekend. It was a state park where half the sites were reservable and half FCFS. We were looking for a FCFS site and one had lawn chairs but no tag on the post. We didn't think anything of it - thought it as a B or C that was out driving. Well, later that day a pop-up pulled in and turns out they were "with" the folks on the next-door site. The first folks came early to get their site plus the one next to them.
It worked out OK for us since there were enough open sites, but geesh - I can see where this can get out of hand and wreck it for the folks that show up before the chair folks do. Next time we'll alert the ranger if no tag.
